Long-term project objectives

• Strengthening the functioning and effectiveness of the regional administrations in the Buryat Republic and the Irkutsk Oblast in the field of :

1. organisation structures and management

2. budgeting and financial management

3. personnel management

4. economic policy

5. natural resources management and environmental monitoring and control

Short-term objectives

• strengthening administrations capacity at the policy level, in organisational management and operations, with particular regard to the above mentioned fields

• strengthening the administrations staff training capacity and infrastructures in the key areas of public administration with special emphasis to environment and natural resources management

• study tour in EU member countries for up to 8 senior officials from the two local administrations and 4 senior representatives of the identified training institutions

• provision of policy advice in the following fields :

• organisation structures and management

• budgeting and financial management

• personnel management

• local economic development and proactive employment measures

• environmental monitoring and control

• audit and assessment of local public administrations training needs and provision in the region

• medium-term Strategy for Human Resources Development in the Republic of Buryatia and in the Oblast of Irkutsk

• training and upgrading of at least 400 practitioner trainees in both general and specialised subjects, and training of a total of 50 trainers and 5 training managers

• development of a series of eight new in-service modular programs for local public administrators

• development and publication of 20 local case studies and development of a minimum of eight packages of training materials, with accompanying trainer manuals for the new training modules

• effective regional network of public administration training providers covering the Baikal region as a whole

• two regionally based keynote conferences on “Current Challenges”   facing local administrations

Project activities

• policy advice on policy-making and organisational structure and operations

• a comprehensive audit of personnel development issues and the development of Strategic Human Resources Development Plans

• strengthening of the human resources development strategies and practices of the two target local administrations

• training and upgrading of public administration trainers

• the development of new modular course programs, and training course materials, for trainer training and for in-service staff development

• provision of training equipment and materials
