Information Technology Training for municipal servants:

3. Representatives of 27 Siberian district municipalities enabled to set up and manage the distance training process in Siberian municipal administrations will be trained by December 2009.

Administrators (technical managers) are needed to launch a training process in distant Siberian municipal administrations to help the Center of Vocational Training (BSUEL) to set up distance training programs and courses to meet employers’ and employees’ needs properly. There are 27 district municipalities in the Irkutsk region. They are composed of a great number of smaller municipalities. A technical staff trained is supposed to share skills acquired with a staff from 356 municipalities of lower level.

For this purpose there are planned:

  • to organise trainings of representatives (administrators) of Siberian municipal administrations in European Universities/Institutions delivered by EU Institution trainers and experienced practitioners to study how to set up and manage the distance training process and to support training process in local administraions. Qualified professionals’ training is planned to carry out visits to EU Institutions. 9 staff members from 9 Siberian district municipalities with 1 interpreter will be sent to the practical placement to European institutions for 2 weeks per year. That is 27 professionals from 27 Siberian district municipalities will be trained by December 2009 for three years in total;
  • to hold informatics training concerning specific issues of distance training delivery for professionals from 9 Siberian district municipalities for 1 week per year delivered by Russian trainers from Baikal State University of Economics and Law.

The nformatics training concerning specific issues of distance training for 1 week  have been delivered for professionals from 9 Siberian district municipalities delivered by Russian trainers from Baikal State University of Economics and Law.

This kind of training was aimed at testing newly developed training courses and getting a feed-back from trainees. The testing and introducing of newly developed courses have been realized during these trainings.
