Intensive training courses for municipal servants:

4. Intensive training courses for 75 municipal servants per year from distant Siberian municipal administrations delivered by EU trainers and Russian trainers who were trained in EU Universities/Institutions. In total 225 municipal servants are to be trained for 3 years.

For this purpose there are planned:

  • visits of 7 European trainers to deliver intensive face-to-face training courses for 25 municipal servants for 1 week per year (21 trainers for 3 years in total). They are to deliver training courses and to supervise the quality of Russian trainers’ work.
  • to hold 1 face-to-face training for 25 municipal servants for 3 weeks per year delivered by Russian trainers who were trained in EU Universities/Institutions . This kind of training is aimed at testing newly developed training courses and getting a feed-back from trainees (75 municipal servants for 3 years in total);
  • to hold 2 in-service trainings for 25 municipal servants from different distant municipalities for 4 months per year delivered by Russian trainers to set the distance training system in action (150 municipal servants for 3 years in total);

The testing and introducing of newly developed courses are to be realized during these trainings. The training courses will include, first, insructions in getting computer-mediated training and, second, test audit of distance training technology in the computer class of the Center of Vocational Training of Civil Servants and in workstations in distant municipalities. Testing is very important for checking all the problems and drawbacks of a new way of training.


A special system STELLUS™ has been purchased in March 2008. It is a web technology-based modular software system that has full functionality and designed to support open learning. STELLUS has been registered with the Ministry of Education of Russian Federation. STELLUS™ includes the modules that allow the development of courses and tests, curricula planning, and learning process management; as well as system administration.

The face-to-face training for 26 municipal servants for 2 weeks have been delivered by Russian trainers who were trained in EU Universities/Institutions.

This kind of training was aimed at testing newly developed training courses and getting a feed-back from trainees. The testing and introducing of newly developed courses have been realized during these trainings.

  2. Basic Rights of Municipal Servants. Basic Duties of Municipal Servants.
  3. Order of municipal servants recruitment (competition, labour contract, terms of labour contract)
  4. Classification (categories) of posts (positions) on Municipal Service. Order of establishing the classification (categories).
  5. Who establishes this classification and who can change it?
  6. Working (office) time and rest period (length of leave, periodicity of vacation, types of vacation – for studying, for updating of qualification). How these types of vacations are reimbursed (paid)?
  7. Basic principles of remuneration of labour
  8. Incentives for municipal servants
  9. Disciplinary liability and penalties on municipal service
  10. Record of service (seniority) on municipal service. Social settings (guarantees) for municipal servants.
  11. Evaluation of performance and productiveness on municipal service
  12. Evaluation procedures on municipal service (attestation, promotion examination, current estimate). Periodicity of these types of evaluation.
  13. Which quantitative indices and qualitative characteristics are used for performance and productiveness evaluation? Examples for concrete municipal servants. Who establishes these indices and characteristics?
